Wow. I hope you realize that your comment is readable by everyone in the neighborhood and the world as this is a publicly accessible website.
By “in writing” the board means “on paper” and “written to the property management company.” Not to a public web forum.
I’ve enjoyed reading your story, but I’m not a board member.
